Azerbaijan Investment Residence Permit in 2026

Azerbaijan recognizes investment of at least AZN 500,000 in the country’s economy as a temporary-residence ground. This is an immigration ground under the Migration Code; it should not be confused with a promise of citizenship or with the separate property, deposit or securities thresholds.

  • Demonstrate a qualifying investment of at least AZN 500,000 in the Azerbaijani economy.
  • Provide official evidence of the investment and the standard temporary-residence documents.
  • Maintain the legal ground relied on throughout the permit period and renewal.
  • Apply while the applicant’s stay or existing residence remains lawful.

Key 2026 rules and figures

Unlike the usual temporary-residence period, the State Migration Service states that a permit based on the AZN 500,000 economic-investment ground can be issued for the period requested up to three years and can be extended for periods up to three years while the ground continues. The same AZN 500,000 investment ground appears in current permanent-residence guidance after the qualifying temporary-residence period.

Application and renewal process

Applicants submit the temporary residence application and evidence of the qualifying economic investment to the State Migration Service. The authority may verify the investment through competent state bodies. Permanent residence is a later application with its own two-year qualifying-residence, document and examination rules rather than an automatic conversion.

Documents and evidence

The State Migration Service requires the prescribed application, a valid passport or other border-crossing document, evidence of the specific legal ground, and the accommodation/registration evidence applicable to the case. Documents issued abroad may need the form of certification, legalization/apostille and translation required by Azerbaijani law. Applicants should use the current official checklist for the exact statutory ground rather than relying on a generic document list.

Fees and processing

Azerbaijan links several migration processing periods to the state-fee tier selected. The exact amount depends on the residence-card duration, applicant age and service speed; employment cases can also involve a separate employer-paid work-permit fee. Always confirm the current State Migration Service fee table immediately before filing.

Tax residence is a separate question

An immigration residence card does not by itself decide Azerbaijani tax residence. Article 13.2.5 of the official Tax Code treats an individual who is physically present in Azerbaijan for more than 182 days during a 12-month period ending in a calendar year as resident, with further ordered tie-break criteria when the day-count test does not decide the result. Cross-border workers should obtain tax advice for their facts.

Important limitation
