Azerbaijan Visa and Residence Options in 2026
Azerbaijan’s migration system separates entry, temporary residence, permission to work, and permanent residence. An ASAN e-Visa or other visitor permission is not a residence permit. Likewise, most paid employment requires an employer-obtained work permit in addition to the worker’s residence status unless a statutory exemption applies.
The State Migration Service currently recognizes several practical relocation grounds: employment, highly qualified/specialist status, active entrepreneurship and qualifying company leadership, a large economic investment, qualifying real estate, qualifying bank deposits or securities, family ties and full-time study. Permanent residence is generally a later stage after qualifying continuous temporary residence.

Temporary residence: the core distinction
The current State Migration Service list includes separate grounds for close relationship with an Azerbaijani citizen; AZN 500,000 economic investment; AZN 100,000 property; AZN 100,000 fixed-term bank deposits; AZN 100,000 qualifying government/state-linked securities; highly qualified specialists; family members of foreign residents; qualifying company heads/founders; entrepreneurs; holders of work permits; full-time students; and several narrower statutory categories.
Most ordinary temporary residence permits are issued for the requested period up to one year and can be extended for periods up to two years while the ground remains. The AZN 500,000 economic-investment ground can be issued and renewed for periods up to three years. Current processing is tied to 15- or 20-working-day fee tiers.
Work permits and exemptions
For an ordinary foreign employee, the employer applies for the Azerbaijan work permit. The State Migration Service applies a local-labour-availability condition and normally issues the permit for no more than one year.
The exemption list matters. It includes permanent residents, active entrepreneurs, qualifying branch/company heads and founders, spouses of Azerbaijani citizens who meet the stated registration condition, certain invited specialists and highly skilled migrants working in their field of specialization. An exemption from the work permit does not eliminate the need for a lawful residence basis.
Business and entrepreneurship
The entrepreneurship guide separates individual entrepreneurs from foreign-invested company heads/qualifying founders. Individual entrepreneurs must actually operate with at least 5 full-time or 10 part-time employees, with at least 80% in the local/other specifically eligible categories. After one year on that ground, the published turnover test is AZN 50,000.
For the qualifying head or 51% founder of a foreign-invested legal entity, the published temporary-residence capital figure is AZN 50,000 paid-up charter capital; after at least a year, the legal entity must also show AZN 100,000 turnover. Permanent-residence business figures are higher.
Investment, property and financial assets
Azerbaijan does not use one generic “golden visa” threshold. The legal grounds are distinct:
- Economic investment: at least AZN 500,000.
- Property: at least AZN 100,000 for temporary residence; current permanent-residence materials use AZN 200,000.
- Term deposit / qualifying securities: AZN 100,000 temporary; AZN 200,000 permanent.
These are residence grounds, not automatic citizenship and not automatic employee work authorization.
Family and study
Family residence can arise through a close relationship with an Azerbaijani citizen or family membership of a foreign temporary/permanent resident. The exact relationship and sponsor status control the documents and later permanent-residence eligibility.
Student residence covers qualifying full-time higher, technical/vocational and secondary education. The official fee schedule provides a lower student tariff. Paid work remains a separate labour-authorization question because the general work-permit exemption list does not give every student an automatic exemption.
Permanent residence
The permanent residence guide explains the later stage. Current guidance generally requires two years of continuous qualifying temporary residence, and treats that period as continuous when the person has not left Azerbaijan for more than 90 days within 180 days. Applicants are ordinarily tested on the official language and legal rights/obligations unless an exemption applies. The card is issued for five years and may be extended in further five-year periods.
Permanent-residence processing uses fee tiers of 35, 40, 50 or 60 days. Current adult fees are AZN 450, 400, 350 and 300 respectively.
No dedicated digital-nomad or retirement visa found
The current State Migration Service residence-ground list does not publish a dedicated Azerbaijan digital-nomad visa, passive-income retirement visa, or citizenship-by-investment program. Remote workers, retirees and investors must fit an actual statutory residence ground instead of relabelling visitor status or an asset ground. The official ASAN e-Visa is an entry/short-stay mechanism, not a residence permit.
Azerbaijani tax residence is separate
The official Tax Code uses its own residence test. An individual physically present in Azerbaijan for more than 182 days during a 12-month period ending in a calendar year is a tax resident, with ordered tie-break criteria where the day-count rule does not determine residence. Immigration status and tax residence should therefore be analyzed separately.
