Azerbaijan Highly Skilled Specialist Residence in 2026
Azerbaijan’s Migration Code recognizes temporary residence for highly qualified specialists in fields such as the economy, industry, military, science, culture and sports. Current State Migration Service guidance separately lists highly skilled migrants working in their field of specialization among people who do not need an ordinary work permit.
Who can use this route
- The applicant must fit a specialist ground recognized by the Migration Code and document the professional basis relied on.
- Highly skilled migrants using the work-permit exemption must actually work in their field of specialization.
- Certain invited specialist categories defined under Article 64 are also exempt from an ordinary work permit.
- The temporary residence application still requires the normal identity, qualifying-ground, accommodation and other supporting documents.
Key 2026 rules and figures
The official State Migration Service materials do not publish a universal salary threshold, points score or single degree list for every highly qualified specialist case. Qualification is therefore evidence-driven and category-specific. The general temporary residence framework normally issues a permit for the requested period up to one year, with extensions up to two years where the ground continues, unless a special rule applies.
Application and renewal process
Applicants should document the specific specialist category, invitation or work basis and submit the temporary residence application to the State Migration Service. Where the person relies on a work-permit exemption, the employer and applicant should keep evidence showing why the exemption applies. A work-permit exemption is not an exemption from residence rules.
Documents and evidence
The State Migration Service requires the prescribed application, a valid passport or other border-crossing document, evidence of the specific legal ground, and the accommodation/registration evidence applicable to the case. Documents issued abroad may need the form of certification, legalization/apostille and translation required by Azerbaijani law. Fees and processing
Azerbaijan links several migration processing periods to the state-fee tier selected. The exact amount depends on the residence-card duration, applicant age and service speed; employment cases can also involve a separate employer-paid work-permit fee. Tax residence is a separate question
An immigration residence card does not by itself decide Azerbaijani tax residence. Article 13.2.5 of the official Tax Code treats an individual who is physically present in Azerbaijan for more than 182 days during a 12-month period ending in a calendar year as resident, with further ordered tie-break criteria when the day-count test does not decide the result. Cross-border workers should obtain tax advice for their facts.
Important limitation
Do not market this ground as an open “talent visa” with guaranteed approval. Azerbaijan’s official guidance does not provide a generic salary-only or points-only shortcut, and the factual specialist role must match the legal basis used.
