  • Temporary residence: hold at least AZN 100,000 under a fixed-term deposit agreement with an Azerbaijani bank, or qualifying government/state-linked investment securities with at least AZN 100,000 nominal value.
  • Permanent residence: current guidance uses AZN 200,000 for the qualifying term deposit or qualifying securities ground, plus the general qualifying-residence requirements.
  • Maintain the deposit or qualifying securities while relying on that immigration ground.
  • Provide bank/depository evidence in the form required by the State Migration Service.

For permanent-residence holders relying on the deposit or securities ground, the State Migration Service describes notification mechanisms if the amount falls below AZN 200,000 or the assets are disposed of. The applicant documents the qualifying deposit or securities and submits the residence application to the State Migration Service. Temporary residence comes first under the AZN 100,000 threshold; permanent residence is a distinct later application using the current AZN 200,000 threshold and other permanent-residence tests.

Documents and evidence

The State Migration Service requires the prescribed application, a valid passport or other border-crossing document, evidence of the specific legal ground, and the accommodation/registration evidence applicable to the case. Documents issued abroad may need the form of certification, legalization/apostille and translation required by Azerbaijani law. Fees and processing

Azerbaijan links several migration processing periods to the state-fee tier selected. Tax residence is a separate question

An immigration residence card does not by itself decide Azerbaijani tax residence. Article 13.2.5 of the official Tax Code treats an individual who is physically present in Azerbaijan for more than 182 days during a 12-month period ending in a calendar year as resident, with further ordered tie-break criteria when the day-count test does not decide the result. Cross-border workers should obtain tax advice for their facts.

Important limitation

This is not a guaranteed-return “golden visa.” Market, banking, legal and immigration risks are separate, and the residence ground does not remove the need to satisfy the permit process.
