Albania Self-Employment Permit in 2026

Albania has a specific Unique Permit for self-employed persons. It is the current legal route behind many searches for an “Albania self-employed visa,” “entrepreneur visa” or “business owner residence permit.”

The permit is designed for a foreign national who will carry out their own economic activity in Albania. It is not the same as remote work for clients abroad, ordinary employment by an Albanian employer or the higher-threshold investor route.

Core eligibility test

Law No. 79/2021 says the self-employed Unique Permit can be granted when the applicant's planned activity:

  • has an economic interest;
  • is expected to have a positive impact on the economy; and
  • is supported by capital sufficient to realize the business idea.

The current Ministry of Interior service page does not publish one universal fixed capital minimum for every self-employed applicant. Instead, the application is assessed by a dedicated evaluation commission.

That distinction matters. A private website that quotes one generic “Albania startup visa minimum” should not be treated as a substitute for the current official evaluation criteria.

Permit duration

The self-employed Unique Permit is issued according to the duration of the planned business, but for no more than three years.

The current official service page states that after three years, a foreign national may be issued permanent residence if the planned activity has been carried out successfully. That is a route-specific possibility, not an automatic grant: the applicant must still satisfy the legal conditions and obtain approval.

Government service fees

The fee does not include every relocation or business cost. Company registration, accounting, taxes, translations, legalization, insurance, visa fees, the biometric residence card and professional services can be separate.

Application and evaluation

Applications use the e-Albania Unique Permit service. The applicant or authorized person submits the file online and uploads the required documents.

For the self-employed category, the Interior Ministry says employment approval is not required. Instead, the application is evaluated for the self-employment conditions by the designated evaluation commission established under the relevant finance/economy ministerial order.

Where the applicant needs a Type D visa, the current procedure references the D/VP category for self-employed persons after the commission stage.

Processing time

The Interior Ministry publishes a 4–12 week overall review period for Unique Permit applications.

Where a Type D visa is required, the visa component is published as up to 15 days after acceptance, extendable in exceptional cases to 30 days by reasoned decision.

Applicants should treat those as targets rather than guaranteed end-to-end timelines because commission review, business documents and foreign-document authentication can add complexity.

Business registration is separate

A self-employment permit does not replace commercial registration. Albania's National Business Center (QKB) separately handles business registration, including applications for foreign natural persons and companies.

The practical sequence depends on the business model, but the applicant should expect immigration authorization and commercial registration to be related yet distinct compliance layers.

If the business has regulated activities, sector licences or professional approvals can also be required.

Typical evidence

The current service page requires the general Unique Permit documents, including passport, application form, recent photograph and suitable accommodation, plus the documentation supporting the self-employed activity and the commission's evaluation.

A strong file should be consistent across:

  • the planned activity and business model;
  • capital/resources available to execute the plan;
  • registration/licensing documents where already required or available;
  • the applicant's qualifications or experience where relevant; and
  • the economic-impact case presented to the evaluation commission.

Foreign-issued documents generally need Albanian translation and authentication/legalization under the applicable international rules.

Self-employed vs investor permit

The Investor Unique Permit is not simply a larger version of every self-employed case.

The investor route has a published 10,000,000 lek investment threshold plus employment-ratio, salary, business-registration, tax and profitability conditions. The self-employed route instead focuses on economic interest, positive economic impact and sufficient capital for the business idea without one universally published minimum amount on the current service page.

Self-employed vs digital nomad

Use the digital mobile worker route when the genuine work relationship is with an employer, contractor or client abroad and the work is performed remotely.

Use the self-employed Unique Permit when the person is building or conducting their own economic activity in Albania. A foreign-client freelancer who is actually operating an Albanian business should not assume the remote-worker category is always the better legal fit.

Family members

A qualifying resident can potentially sponsor eligible family members through Albania's family reunification route, subject to the family, income, housing and insurance conditions.

A family member's residence does not automatically substitute for any separate authorization needed to carry out work or business activity.

Tax and accounting

Self-employment is a business activity, so immigration approval does not settle tax, accounting, social-security or registration obligations.

The National Business Center handles commercial registration, while the General Directorate of Taxation administers tax obligations. Albania's individual tax-residence tests also include presence for more than 183 days in a 365-day period.

Applicants should therefore plan the immigration and business/tax structures together rather than treating the Unique Permit as a complete business licence.

US, EU and Kosovo applicants

The current Interior Ministry service page notes that citizens of the United States, EU member states and Kosovo may receive a five-year first residence permit in covered categories, with a published service fee of 12,000 lek.
