Albania Retirement Residence in 2026

Albania has a specific residence permit for foreign pensioners. It is the current legal category behind searches for an “Albania retirement visa.” The permit is based on pension income from abroad and is designed for residence—not employment or business activity.

Initial duration

The pensioner residence permit is issued for up to one year on the first application and can be renewed each year while the applicant continues to satisfy the legal conditions.

The Interior Ministry's general service page also notes a special five-year first-permit rule for certain US, EU and Kosovo citizens in covered categories; applicants should confirm how that interacts with the pensioner route in their specific case.

Pension and income evidence

The current official service page requires proof of pension and states an annual pension-income figure of up to 1,200,000 lek from the pension in the country of origin, documented by the issuing country and legalized through the required process.

The page also requires sufficient living resources, shown through one of the published alternatives:

  • an Albanian bank deposit of at least 300,000 lek per person for one calendar year; or
  • monthly income of at least 32,000 lek per person.

Applicants should follow the exact live wording when preparing the file, because the pension evidence and the general support evidence are distinct documentary requirements.

Albanian bank account

The pensioner must also prove through documents from an Albanian bank that they hold a valid account into which the pension will be transferred regularly.

This is different from merely showing an overseas pension statement. The current official checklist explicitly links the residence basis to a valid Albanian bank account for pension transfers.

Health insurance and criminal record

The current requirements include:

  • a health-insurance policy valid for at least one year; and
  • a criminal-record certificate from the applicant's country of origin.

Applicants also need the general residence documents such as passport, photograph and suitable accommodation.

No work or professional activity

The most important restriction is explicit: a person holding residence based on a foreign pension cannot perform economic or professional activity in Albania on that permit.

If the applicant intends to work remotely, run a business or take Albanian employment, use the appropriate digital-mobile-worker, self-employed or employed-person route instead.

Government service fee

The current published fee is:

  • 4,500 lek for the first pensioner residence permit; and
  • 2,250 lek for renewal.

The Type D visa where required, biometric card, translations, legalization, health insurance, banking and private-service costs can be additional.

Type D visa

Applicants whose nationality/category requires a long-stay visa use the D/P pensioner visa. The D/P visa is an entry/long-stay step; the pensioner residence permit is the continuing residence authorization.

Visa-exempt nationals should still complete the residence process when the stay exceeds the lawful short-stay period.

Family reunification

The current pensioner rule expressly allows the holder to request family reunification for a non-retired spouse or partner.

That family member's own work rights must be evaluated separately. The principal pensioner's no-economic-activity restriction remains part of the pensioner status.

Application process

Applications are filed online through the e-Albania residence-permit service. After acceptance, the current procedure provides for an electronic provisional permit in many cases within five days.

After final approval, the applicant completes address confirmation, original-document delivery, biometric-card payment and in-person fingerprint/biometric steps before collecting the residence card.

Foreign documents

Foreign pension, civil-status and criminal-record documents generally need Albanian translation and the appropriate authentication/legalization. The Interior Ministry repeatedly states that foreign-origin documents in residence files should generally have been issued within the preceding six months.

Tax residence

Retirement residence is not the same as tax residence. Albania's tax authority treats an individual as resident under several tests, including spending more than 183 days in Albania during a 365-day period or having a residence in Albania under the Civil Code.

A long-stay pensioner should therefore review the tax treatment of foreign pension and other income separately from immigration permission.
