Albania's current long-term investor route is the Unique Permit for Investors. “Albania investor visa” is common search language, but the qualifying immigration status is a Unique Permit tied to an actual economic investment and continuing business/employment conditions.
It is a substantially stricter route than property-owner residence or ordinary self-employment.
Minimum investment
The current Ministry of Interior procedure states that the investment value required for the Investor Unique Permit is 10,000,000 lek.
That figure is based on the joint Interior/Finance-Economy instruction referenced by the official service page. It is the investment test for this specific permit—not a general price for Albanian residence and not a property-purchase threshold.
Employment ratio
The investor must also satisfy a workforce condition. The current official rule requires the economic activity to maintain a ratio of five Albanian citizens employed for each foreign national.
The same ratio must be maintained in the board and other management or supervisory bodies. Salaries for those Albanian employees must be at least the average salary paid in Albania for comparable posts in the preceding year.
This makes the investor permit an operating-business route rather than a passive capital-deposit program.
Business compliance requirements
The official procedure additionally requires the business to have regular documentation proving that:
- the economic activity is not operating at a loss;
- the entity is properly registered; and
- tax obligations are properly registered and paid.
The application is assessed by the designated investor evaluation commission. Applicants should expect the business, investment and staffing evidence to be reviewed together.
Permit duration and progression
The first Investor Unique Permit is issued for two years.
The current Ministry of Interior page states that it can then be renewed for three years. After the second three-year permit period, the route can be issued with permanent duration if the qualifying conditions have not changed.
That progression is not an automatic entitlement. The investment, staffing, salary and business-compliance conditions must remain satisfied and the competent authority must approve the status.

Application process
The investor or authorized person files through the e-Albania Unique Permit service.
The current procedure states that the investor category does not require ordinary employment approval. Instead, the file is evaluated by the designated investor commission.
After commission approval, where the applicant needs a Type D visa, the Ministry for Europe and Foreign Affairs reviews the relevant D/I investor visa component.
Processing window
The current Unique Permit process is published as 4 to 12 weeks from application.
The visa stage, when required, is published as up to 15 days after acceptance, extendable to 30 days in exceptional cases by reasoned decision.
Complex ownership structures, staffing evidence, tax documents, source-of-funds materials or incomplete foreign documents can affect the real timeline.
Required evidence
The Ministry of Interior requires the general Unique Permit documents—passport, application, photograph and suitable accommodation—plus the route-specific investor documentation and commission evaluation.
A credible investor file should normally be internally consistent across:

Investor permit vs property-owner residence
Buying a home is not the same as qualifying for the Investor Unique Permit.
Albania has a separate property-owner residence permit for a foreign national who owns qualifying immovable property and meets the residence-support requirements. That route currently uses an annual temporary residence model and does not require the investor permit's 10,000,000 lek business investment or five-to-one staffing ratio.
A person who buys a residence in Albania should not market or describe that purchase as an investor permit unless the separate investor criteria are actually met.
Investor permit vs self-employment
The self-employed Unique Permit is based on economic interest, positive economic impact and sufficient capital to carry out a business idea. The current service page does not state one universal minimum investment for every self-employed case.
The investor route is different because it does publish the 10,000,000 lek investment amount and the five-Albanian-employees-per-foreigner rule.
Family members
An investor resident may potentially sponsor eligible family members through the family reunification route, subject to the relationship, residence-duration, income, accommodation and insurance requirements.

The individual investor can also have personal tax-residence consequences depending on presence and residence connections; Albania's tax authority uses a more-than-183-days-in-365-days test among its residence rules.
US, EU and Kosovo applicants
The Interior Ministry's general permit guidance notes a special five-year first-permit rule for citizens of the United States, EU member states and Kosovo in covered categories, with a 12,000 lek service fee.
