Albania Property Owner Residence in 2026

Albania has a temporary residence category for a foreign national who owns qualifying immovable property in the country. This is the current legal basis behind searches for an “Albania property visa” or “residence by property ownership.”

It is separate from the Investor Unique Permit and does not by itself grant employment or business rights.

Who qualifies?

The current Ministry of Interior service page states that a temporary residence permit can be issued to a foreign national who proves ownership of immovable property in Albania and continues to own that property during the permit period.

The route is based on ownership and use/disposal of the property, not on meeting the investor permit's business-investment and staffing tests.

Permit duration

The property-owner residence permit is issued for up to one year on the first application and can be renewed every year if the applicant continues to satisfy the conditions.

Owning the property is therefore an ongoing condition rather than a one-time qualification.

Ownership evidence

The current service page requires evidence such as:

  • the property ownership certificate; and
  • a notarized copy of the purchase/sale contract.

Applicants should make sure title information is correctly registered and consistent with the residence application.

Financial support requirement

In addition to ownership, the current official checklist requires sufficient resources for the requested stay. It publishes either:

  • an Albanian bank deposit of at least 300,000 lek per person for one calendar year; or
  • monthly income of at least 32,000 lek per person.

The applicant also provides an individual declaration explaining the reason for residence in Albania.

Government service fee

The current published fee is:

  • 8,000 lek for the first property-owner residence permit; and
  • 4,000 lek for renewal.

Visa fees where applicable, biometric-card cost, translations, notarization/legalization, banking and private-service expenses can be additional.

Type D visa

Applicants who need a long-stay visa use the D/PPP category for residence based on use of owned immovable property.

The Type D visa is an entry step for applicants who need it. The residence permit itself is the continuing long-term status.

Application process

Applications use the e-Albania residence-permit service. The typical process is:

  1. submit the online application and ownership/support documents;
  2. pay the service fee and upload proof;
  3. receive the electronic provisional permit after acceptance where applicable—the current procedure states this is issued within five days for this category;
  4. wait for the legal review;
  5. after approval, confirm the residential address, pay for the biometric card, send original documents and complete fingerprints/biometrics; and
  6. collect the residence card after notification.

Does property ownership allow work?

No automatic work right should be inferred from the property residence category. The legal basis is ownership/use of the property.

If the person will work remotely for a foreign company, take an Albanian job or operate a business, review the digital mobile worker, work permit or self-employment route instead.

Property residence vs Investor Unique Permit

The Investor Unique Permit is a business-investment route with a published 10,000,000 lek minimum investment, a five-Albanian-employees-per-foreign-national ratio and additional salary/tax/business-performance conditions.

The property-owner route does not turn a home purchase into that investor status. The two categories have different legal purposes and requirements.

Family members

Property-owner residence does not automatically extend to relatives. Qualifying family members should use Albania's family reunification route and meet the relationship, support, housing and insurance requirements.

Tax considerations

Owning property and holding residence can create tax and reporting questions independent of immigration permission. Albania also applies individual tax-residence tests, including more than 183 days of presence in a 365-day period.

Property taxes, rental income, capital gains and personal tax residence should be reviewed separately from the residence-permit application.

US, EU and Kosovo applicants

The Ministry of Interior's general permit guidance notes that citizens of the United States, EU member states and Kosovo can receive a five-year first residence permit in covered categories, with a published service fee of 12,000 lek. Because the property-specific rule otherwise describes a one-year renewable permit, applicants should confirm the live implementation of the special nationality provision for their case.
