Albania Visa and Residence Options in 2026

Albania has several legally distinct ways for a foreign national to live in the country. The most important distinction is between entry permission and residence or work authorization. A Type C visa is for short stays, while a Type D long-stay visa is used by nationalities that need a visa before staying for more than 90 days or applying for residence. The actual right to live or work long term comes from a residence permit or a Unique Permit under Albania's Law No. 79/2021 on Foreigners.

The current Ministry of Interior procedure page is unusually detailed. It publishes category-specific eligibility, service fees, filing channels, processing windows and post-approval steps. Applications for residence permits are generally made online through e-Albania service code 9628, while Unique Permit categories use e-Albania service code 15146.

Albania's digital nomad route is a Unique Permit

Searches for an “Albania digital nomad visa” normally point to the Unique Permit for Digital Mobile Workers. It is not merely a tourist permission. Current Interior Ministry guidance requires the applicant to be lawfully staying in Albania and to prove a valid employment contract with an employer abroad or a service contract with a contractor/client abroad for work that can be performed through information technology.

For financial evidence, the published service page currently lists either an Albanian bank deposit of at least 300,000 lek per person for one calendar year or monthly income of at least 32,000 lek per person. Applicants also need accommodation, a criminal-record certificate and health insurance valid for at least one year. Working for an Albanian employer

Ordinary local employment belongs under the Unique Permit as an employee. The permit's duration follows the employment contract or offer. The current service schedule lists 8,000 lek for a permit up to one year, 9,000 lek up to two years and 10,000 lek up to three years; renewal is listed at 4,000 lek.

Applications can be made by the foreign national, employer or authorized person. Where employment approval is required, the National Agency for Employment and Skills participates in the electronic review. The Ministry of Interior says the overall Unique Permit review is generally 4 to 12 weeks from application, while the competent employment authority has a separate review stage where applicable.

A Type D visa, when required for the applicant's nationality/category, is an entry step and should not be confused with the permit that authorizes residence and work.

Self-employment and entrepreneurship

The self-employment route is designed around a planned business activity. The law requires an economic interest, an expected positive effect on the economy and capital to implement the business idea. The permit can match the planned business duration up to three years.

The Interior Ministry does not publish one universal minimum-capital number for every self-employed applicant on the current service page. Instead, the application is assessed by the relevant evaluation commission. This is important because private immigration websites sometimes invent a fixed “startup visa” threshold that does not appear in the current official service card.

The National Business Center separately handles commercial registration. Immigration authorization and company registration are connected operationally but remain different legal steps.

Investor Unique Permit

Albania has a distinct Investor Unique Permit. Current Interior Ministry guidance sets the investment value at 10,000,000 lek. It also requires a staffing ratio of five Albanian citizens for each foreign national in the economic activity, with the ratio maintained in management/control bodies, and salaries at least equal to the previous year's average for comparable posts.

The business must also show regular registration, tax compliance and that the activity is not operating at a loss. The first investor permit is two years, renewable for three years; the official page states that permanent status can follow after the second three-year period if the qualifying conditions remain unchanged. The initial service fee is 9,000 lek, with 4,500 lek listed for renewal.

That route is different from buying a home. Property ownership has its own residence category and does not automatically satisfy the investor Unique Permit tests.

Property-owner residence

A foreign national who owns qualifying immovable property in Albania can apply for a temporary residence permit based on the use and disposal of that property. Current guidance provides an initial period of up to one year, renewable annually while the criteria continue to be met.

The service page requires ownership evidence, such as the property certificate/notarized purchase contract, plus sufficient financial resources. It currently uses the same 300,000 lek Albanian bank deposit per person or 32,000 lek monthly income per person alternatives for financial support. The first-application service fee is 8,000 lek, with 4,000 lek for renewal.

This is a residence basis, not a work permit. Anyone intending to work or operate a business should separately confirm the correct work/Unique Permit category.

Pensioner residence

The pensioner residence permit is for a person receiving a pension abroad. It is issued for up to one year initially and can be renewed annually while the criteria continue.

Current official requirements include pension evidence, evidence of annual pension income stated by the Ministry of Interior as up to 1,200,000 lek, and sufficient resources shown through an Albanian bank deposit of at least 300,000 lek per person or monthly income of at least 32,000 lek per person. The applicant also needs one-year health insurance, a criminal-record certificate and an Albanian bank account into which the pension will be transferred regularly.

A key restriction is explicit: the holder cannot carry out economic or professional activity in Albania on the pensioner residence basis. The permit holder can request family reunification for a non-retired spouse/partner under the published rules.

Student residence

Foreign students at a public or private institution recognized by the Albanian state can receive a student residence permit for up to one year initially, with annual extensions until the school, studies or professional practice are completed.

The law also provides a post-study pathway: after completing studies or research, qualifying foreign students/researchers can seek a residence basis for at least nine months to look for work or develop a business. That does not mean a student permit itself is a blanket authorization for unrestricted employment.

Family reunification

The family reunification route covers both family members of Albanian citizens and qualifying family members of resident foreigners. For a foreign sponsor, the sponsor generally needs a residence permit valid for at least one year that can be renewed, stable financial resources, appropriate accommodation and health insurance for the family.

The ordinary first family-reunification permit for family members of a resident foreigner is one year and renewable. The published first-application service fee is 4,500 lek, with 2,250 lek for renewal. Relationship documents must satisfy translation/legalization requirements.

Type D visa vs residence permit

Albania's Ministry for Europe and Foreign Affairs describes a Type D visa as the long-stay visa for foreigners who want to remain for more than 90 days within a 180-day period or who may seek a residence permit after entry. Whether a particular applicant needs a D visa depends on nationality and route.

Several residence service cards specify route codes such as D/LD for digital mobile workers, D/VP for self-employed persons, D/I for investors, D/P for pensioners and D/PPP for property-based residence. Applicants who are visa-exempt for the relevant process may have their permit request handled directly by the responsible border and migration authority.

Do not assume a Type D visa itself grants the full activity right. The residence/Unique Permit remains the central long-term authorization.

Application flow through e-Albania

Although exact documents differ by category, the official process commonly follows this structure:

  1. File the residence or Unique Permit application online through the designated e-Albania service.
  2. Upload the route-specific documents and proof of service-fee payment.
  3. For qualifying applications, the border and migration authority issues an electronic provisional permit after acceptance of the application; the current procedure page states this is done within five days for many residence categories.
  4. The application is reviewed by the competent authorities; Unique Permit categories can involve employment or evaluation commissions.
  5. After approval, complete address confirmation, original-document delivery, biometric-card payment and fingerprint/biometric formalities within the stated period.
  6. Collect the biometric residence card after notification.

Documents issued abroad generally must be translated into Albanian and authenticated/legalized according to the applicable international rules; the Ministry of Interior frequently specifies that foreign documents should have been issued within the preceding six months.

Processing times

For Unique Permits, the Ministry of Interior currently publishes a 4–12 week review window from the application date. Where a Type D visa is part of the integrated process, the visa assessment is published as up to 15 days, extendable in exceptional cases to 30 days by reasoned decision.

Those are administrative targets, not approval guarantees. Missing documents, employment-approval stages, evaluation commissions, legalization issues or nationality-specific visa steps can lengthen the practical timeline.

Tax residence is a separate question

An immigration permit does not automatically answer tax-residence questions. Albania's General Directorate of Taxation states that an individual is treated as resident when, among other tests, the person has a residence in Albania under the Civil Code or stays in Albania for more than 183 days in a 365-day period.

Resident individuals are generally liable to Albanian personal income tax on Albanian and foreign-source income, while non-residents are liable on Albanian-source income. Remote workers, founders and investors should therefore separate immigration permission from tax-residence, payroll, social-security and business-registration obligations.

Special five-year first permits for certain nationalities

The current Interior Ministry service page repeatedly notes a special rule: citizens of the United States, EU member states and Kosovo can receive a five-year residence permit on first application in the covered categories, with a published service fee of 12,000 lek. Because the practical interaction with route-specific requirements can matter, applicants should still use the current service page for their exact category rather than assuming nationality alone waives eligibility conditions.

  • treating visa-free entry as long-term residence permission;
  • calling the digital-mobile-worker Unique Permit a tourist “digital nomad visa”;
  • assuming remote work for a foreign company covers employment by an Albanian company;
  • using a self-employed permit when the real activity is passive investment;
  • assuming buying property creates work rights or satisfies the investor permit;
  • overlooking the investor route's 10,000,000 lek threshold and five-Albanian-employees-per-foreigner rule;
  • planning to work on a pensioner residence permit despite its explicit no-economic-activity restriction;
  • relying on untranslated or stale foreign documents; and
  • treating residence as automatic Albanian tax residence, permanent residence or citizenship.
