Angola Temporary Stay Visa in 2026

Angola's temporary stay visa is a long-stay permission for specific statutory purposes. It is not one generic “one-year visa” that can be selected simply because a traveler wants to remain longer than a tourist.

The underlying legal ground controls eligibility, documents, work rights and whether a residence conversion may later be possible.

Qualifying grounds

The current foreign-citizens law includes temporary-stay grounds such as:

  • religious mission or activity for a non-governmental organization;
  • scientific research, mobility and university-extension activity;
  • accompanying a family member who holds a qualifying study, medical-treatment, investor or work visa;
  • family relationship with a holder of a valid residence permit;
  • spouse of an Angolan citizen; and
  • other special grounds specifically provided by law, including certain protection/labour-conflict situations.

These categories should not be blended. A researcher, missionary and spouse of a resident may all use the temporary-stay framework, but their evidence and later options are not identical.

Validity and entries

The temporary stay visa permits multiple entries and is generally valid for 365 days, renewable annually while the reason that justified it continues.

A person who ceases the qualifying activity or family basis should not assume the visa remains renewable merely because the printed validity has not yet expired.

Processing time

Presidential Decree 163/20 states that the temporary stay visa should be granted within 30 working days from the application date. Its extension should be processed within five working days from the extension request.

Those are regulatory decision periods. Obtaining research authorization, a religious/NGO supporting declaration, family civil-status documents, translations, legalization and mission appointments can extend the real preparation timeline.

Documents

The exact file depends on the ground. Official Angolan mission guidance and the implementing regulation commonly point to evidence such as:

  • reasoned application letter;
  • completed form;
  • criminal-record certificate;
  • medical certificate;
  • passport and photographs;
  • commitment to comply with Angolan law;
  • evidence from the competent government body, research/academic institution, religious organization or NGO where applicable;
  • evidence of the family relationship and sponsor's valid status where applicable;
  • proof of means of subsistence and accommodation; and
  • proof of payment.

For family cases, marriage/birth records and the sponsor's immigration document are central. For research or mission activity, the host institution and competent-sector evidence become central.

Work rights

Do not treat every temporary-stay visa as having the same employment rights. Angola's foreign-citizens law expressly permits remunerated activity for several of the statutory temporary-stay grounds, including the scientific/research ground and certain family grounds, while the exact legal basis still matters.

Before accepting employment, confirm that the holder's temporary-stay category is one of the grounds permitting remunerated activity and that any separate labour rules are satisfied. A family or research label by itself is not a substitute for checking the actual visa ground.

Research and academic mobility

The temporary-stay route is the relevant long-stay framework for qualifying scientific research, mobility and university-extension activity. Applicants should obtain the appropriate host/institution evidence and any sectoral confirmation required by the implementing regulation.

This is different from the student visa, which is designed for study/training and generally restricts paid employment apart from an internship connected to training.

Religious and NGO activity

Religious-mission and NGO activity is another express temporary-stay ground. The implementing regulation asks for supporting documentation from the relevant religious institution or legally recognized organization and, where required, the competent authority.

Missionary or NGO applicants should not use a tourist exemption for long-term activity simply because their work is unpaid. The immigration purpose should match the real activity.

Family temporary stay

The law includes temporary-stay grounds for family accompanying certain visa holders, family of a valid residence-permit holder and a spouse of an Angolan citizen. See the dedicated family residence guide for sponsor-specific planning.

Family evidence should be prepared as civil-status evidence, not just informal proof of a relationship. Translation and authentication can be required depending on where the document was issued.

Can temporary stay convert to residence?

Sometimes, but not as a blanket rule for every temporary-stay visa.

The foreign-citizens law and Presidential Decree 163/20 contain specific transformation rules. The regulation sets a 60-working-day decision period for the temporary-stay-to-residence transformation it governs, requires a reasoned letter, Angolan criminal-record certificate, means of subsistence, accommodation and proof of fee, and expressly says at least one accompanying-family category is not transformable under that provision.

The statutory and regulatory wording must be matched to the exact category printed/recorded for the applicant. Anyone relying on conversion should confirm the current SME interpretation before making a multi-year plan.

Government fee

Fees are published through official filing channels and diplomatic missions. For example, the Embassy of Angola in Saudi Arabia currently lists USD 150 for its temporary-stay visa service. That is an official mission-specific amount, not a universal global tariff.

Confirm the current amount, collection currency and payment instructions with the mission or SME office handling your file.

Temporary stay versus residence visa

Choose based on purpose:

  • Temporary stay: a defined temporary purpose such as research, mission/NGO work or specified family circumstances; generally 365 days renewable.
  • Residence visa: specifically for settlement; 90-day stay followed by a temporary-residence application within 30 days after entry.

If the real objective is long-term settlement, do not assume a temporary purpose is the simplest shortcut. Use the legal route that fits the facts.

Temporary stay versus work visa

A work visa is for remunerated professional activity with the employer/activity that supports the visa. Temporary stay may permit remunerated activity on certain statutory grounds, but it is not an alternative general employment visa.

Frequently asked questions

How long does it take?

The implementing regulation gives a 30-working-day initial decision period and a five-working-day extension period.

Is the temporary stay visa a residence permit?

No. It is a visa. Some defined categories may access residence conversion under specific rules, but temporary stay should not be described as automatic residence.
