Angola Investor Visa in 2026

Angola's investor visa is a specific immigration route connected to private investment registered with Angola's competent investment authority. It is not a generic visa for anyone who owns shares, buys an asset or opens a bank account.

The foreign-citizens law authorizes the investor visa for a foreign investor and, in defined cases, a representative or proxy of an investor company. The implementing regulation requires proof of the private-investment registration.

Who qualifies?

The route is designed for:

  • a foreign natural person who has the legal quality of investor; and
  • a qualifying representative or proxy of an investor/company, where the legal conditions are met.

Presidential Decree 163/20 is explicit that other foreign nationals hired to work for an investing enterprise use the work visa under the ordinary rules. An investor project therefore cannot place all foreign staff on investor visas.

Private investment comes first

The immigration application depends on a valid investment project. Angola's government investment information describes AIPEX as the public entity responsible for promoting and supporting private investment and the investment-registration process. Current government investment guidance refers to submitting the proposal and supporting corporate, identity, financial and proof-of-funds documentation through the applicable process.

Before building the immigration file, confirm that the private-investment project is properly registered and that the applicant's role is actually investor, representative or proxy as required.

Is there a minimum investment for the Angola investor visa?

The migration law and implementing regulation reviewed for this guide require proof of registered private investment, but they do not state one universal visa-specific minimum capital amount that applies to every investor-visa file.

That does not mean an investment can be nominal or commercially meaningless. The underlying project must comply with Angola's private-investment regime and any requirements applicable to the project, sector, incentives or company structure. It means ReloTide will not manufacture a single “golden visa minimum” when the cited immigration rule does not establish one.

Required documents

Presidential Decree 163/20 lists core investor-visa documents including:

  • criminal-record certificate from the country of origin or habitual residence;
  • medical certificate from the country of origin;
  • passport copy;
  • proof of investment registration issued by the entity responsible for private investment;
  • power of attorney when a representative acts for the investor; and
  • proof of payment of the applicable fee.

The authority can require additional evidence under the broader legal framework. Foreign documents should be prepared with the translation/authentication formalities required by the competent authority.

Validity

The investor visa is a multiple-entry territorial visa that can be valid for up to two years and is renewable for equal periods while the legal basis continues.

This is substantially different from the ordinary work visa, which has a one-year maximum validity and does not itself grant residence.

Processing time

The implementing regulation states that the investor visa should be granted within 30 working days from the application date.

That period does not include the time needed to structure and register the investment project before the immigration application. A real-world investor timeline should therefore separate investment registration from the formal investor-visa decision.

Investor visa to temporary residence

Angola provides a special residence bridge for the actual investor. Under the foreign-citizens law, an investor who has stayed in Angola for three uninterrupted years on an investor visa may be granted temporary residence, provided the competent private-investment authority confirms that the project remains valid.

This is not automatic approval and it is not the same rule for an investor's representative or proxy. The applicant should preserve evidence of lawful uninterrupted investor status and ensure the underlying project remains compliant.

Once temporary residence is granted, the ordinary residence framework becomes relevant. Current law provides that temporary residence is valid for two years, renewable for equal periods, while permanent residence is a later status associated with 10 consecutive years of temporary residence. Read the residence visa and residence permit guide for that framework.

Can an investor work in Angola?

The investor visa is tied to the applicant's investment role. It should not be treated as an open labour-market authorization for unrelated employment. Staff hired by the investing company generally require the Angola work visa, and the company must comply with the current non-resident foreign-worker regime.

Family members

The foreign-citizens law includes a temporary-stay ground for family accompanying an investor-visa holder. That family permission is distinct from the principal investor's visa and should be documented separately.

See Angola family residence options. Do not assume that an investor's spouse or child automatically receives the same investor status or unrestricted employment rights.

Government fee

The implementing regulation requires proof that the investor-visa fee has been paid, but the primary migration sources used for this guide do not provide one universal current fee figure that ReloTide can safely apply to every investor filing.

Confirm the current migration fee directly with SME or the responsible official filing channel before payment. Avoid relying on an old private table because tariffs and payment methods can change.

Investor visa versus residence visa

Choose the legal basis, not the label that sounds more permanent:

  • Investor visa: for a qualifying investor/representative/proxy connected to registered private investment; up to two years and renewable.
  • Residence visa: an entry visa for a person seeking to settle; after entry, the holder must apply for temporary residence within the regulatory deadline.
  • Temporary residence after investor status: special bridge available to the actual investor after three uninterrupted years if the investment authority validates the continuing project.

Application checklist

A careful investor project should address:

  1. the legal investment vehicle and sector;
  2. private-investment proposal and registration;
  3. proof that the immigration applicant is the investor or qualifying representative/proxy;
  4. criminal-record and medical certificates;
  5. passport and immigration forms;
  6. power of attorney where applicable;
  7. translation/legalization requirements;
  8. current migration fee; and
  9. family immigration planning separately from the principal's status.

Frequently asked questions

How long is the Angola investor visa valid?

Up to two years, renewable for equal periods under the current law.

What is the processing time?

The implementing regulation gives a 30-working-day decision period for the investor visa application itself.

Is Angola's investor visa a golden visa?

It has an investment-linked residence pathway, but using “golden visa” can obscure the actual legal rules. The route depends on registered private investment and the special residence bridge applies to the actual investor after three uninterrupted years subject to project confirmation.

What is the minimum investment?

The cited migration provisions do not set one universal visa-specific minimum amount. Confirm the requirements of the underlying private-investment project and regime rather than relying on an invented single threshold.

Can foreign employees of my company use investor visas?

Not merely because the company is an investor. The regulation states that other foreign workers employed by investing entities use work visas under the ordinary rules.
