Algeria Long-Term Residence and the 10-Year Resident Card in 2026
Algeria’s Ministry of Interior publishes a longer 10-year foreign resident card for established legal residents. The key threshold is at least seven years of continuous and legal residence in Algeria.
The official wording says the 10-year card may be issued to a qualifying foreign national. That is why this guide treats seven years as an eligibility threshold, not an automatic permanent-residence conversion.
Who can qualify?
The Interior Ministry states that a 10-year foreign resident card can be issued to a foreign national who has resided in Algeria continuously and legally for seven years or more.
The page also refers to the qualifying resident’s children who live with the resident and have reached age 18. Family situations should be documented carefully because the authority can require civil-status evidence connecting the applicant to the legal basis of the request.
What counts before the seven-year point?
The ordinary foreign resident card is generally valid for two years, while the Interior Ministry also allows its validity to correspond to the document authorizing the foreign national’s presence, such as a work authorization or school/training certificate.
A person can therefore build legal residence through qualifying statuses such as employment, study, family or economic activity. The long-term page does not say that every period of physical presence automatically counts; the residence must be both continuous and legal.
Travel, gaps in status, late renewals or periods held only on short visitor status can affect the analysis. Applicants should preserve prior resident cards, visas and renewal records rather than rely on passport stamps alone.
Required documents for the 10-year card
In addition to the documents required for the ordinary resident card, the Interior Ministry lists additional evidence for the 10-year card, including:
- a sworn declaration using the administration’s form that the applicant has resided in Algeria continuously and legally for more than seven years;
- the applicable fiscal stamp;
- a copy of the current foreign resident card;
- legal justification for the request where applicable, with the Interior page giving a registered marriage certificate as an example for mixed couples;
- a recent cleared tax-role extract; and
- CNAS affiliation evidence for employees or CASNOS affiliation evidence for foreigners carrying on commercial, industrial, craft or liberal activity.
The competent authority can assess the complete file and legal basis; the checklist should not be read as a promise of approval.
Fiscal stamp
The current Interior Ministry resident-card guidance lists a 30,000 DZD fiscal stamp for the 10-year card.
Applicants should verify the payment method and amount at filing because fiscal legislation and reciprocity rules can change. This stamp is separate from any earlier work-title, visa, professional-card or document-preparation costs.
Is this “permanent residence”?
Private websites may call the 10-year card “Algeria permanent residence,” but the official administrative page describes a foreign resident card valid for ten years.
Using the official terminology is more precise. A ten-year renewable residence document can be a long-term status, but it should not be described as unlimited, irrevocable residence unless the law expressly says so.
Is seven years enough by itself?
No automatic result should be promised. The Interior Ministry uses wording equivalent to “may be issued.” The applicant must show the required continuous legal residence and submit the supporting file.
Tax/social-security evidence and the applicant’s underlying legal situation remain relevant. A person should not assume that simply spending seven calendar years in Algeria—without maintained legal residence—meets the standard.
Work and business rights
The 10-year resident card should not be treated as a substitute for every activity-specific rule. Algeria separately regulates salaried foreign employment, while commercial, industrial, craft and liberal activity can involve the professional-card/business framework.
An established resident changing from employment to business activity, or vice versa, should verify the activity authorization required even if the residence card has a long validity period.
Family members
The Interior guidance expressly refers to adult children living with a qualifying long-term resident. Family cases can also be supported by civil-status evidence, with the page specifically mentioning registered marriage evidence for mixed couples as an example of legal justification.
Initial family entry remains a separate process under the family visa. A family visa should not be confused with qualification for the ten-year card.
Citizenship is a separate process
