  • a financial deposit of at least AED2,000,000 with an investment fund or national bank operating in the UAE;
  • establishing a UAE company with capital of at least AED2,000,000;
  • holding a partnership/share in an existing or new UAE establishment or company worth at least AED2,000,000; or
  • qualifying through the tax-contribution route described by ICP, including an establishment/company paying at least AED250,000 annually in federal tax attributable under the published criteria.

ICP also states that the invested capital must be owned by the investor and not derived from a loan for this category.

The precise documents depend on whether the investment is a deposit, company capital, partnership interest or tax-based evidence.

Real-estate Golden Residency

For real-estate investors, current ICP service material requires evidence of property ownership worth at least AED2,000,000.

The land-registration authority in the relevant emirate normally provides the ownership confirmation used in the immigration process.

Applicants should distinguish this Golden route from emirate-level property-owner residence products below the Golden threshold. A person can own UAE property without automatically holding Golden Residency.

Entrepreneur Golden Residency

Current ICP guidance recognises several entrepreneur qualification patterns. These include:

  • owning or partnering in a UAE-registered entrepreneurial project classified as an SME in an approved field with annual revenue of at least AED1,000,000;
  • obtaining approval for an entrepreneurial project idea from an accredited business incubator, the Ministry of Economy, ICP or a relevant local authority; or
  • being a founder/co-founder of one or more entrepreneurial projects previously sold for a total value of at least AED7,000,000.

Golden Residency also covers designated categories such as scientists, specialists, exceptional talent, sports talent and other high-achievement groups.

Current ICP guidance uses category-specific evidence. For specialised professionals, the current guide includes a minimum monthly salary of AED30,000 among the requirements, together with professional/qualification criteria that depend on the field.

Golden Residency vs Green Residence

Golden Residency is longer and uses higher or more selective criteria for investors, entrepreneurs and exceptional categories. For example:

  • Green skilled worker: at least AED15,000/month, plus valid UAE employment, skill classification and bachelor's degree.

Golden Residency vs ordinary work residence

Golden holders may have broad residence and work flexibility, but the status does not eliminate professional licensing, business licensing or employer labour obligations.

A person who does not qualify for Golden Residence can still live and work in the UAE through ordinary employer-sponsored residence or, if eligible, Green Residence.

Family benefits

The current ICP Golden guide allows the principal holder to sponsor a spouse and children, and it also references parents within the expanded Golden family framework.

ICP states that if the Golden principal dies, sponsored family members may remain for the duration of the residence permits granted to them.

Family residence does not automatically replace work permits or professional licences for dependants who take up employment or regulated activity.

ICP's current Golden guide requires comprehensive and valid health-insurance coverage for several categories, including specialised professionals and entrepreneurs and their families.

GDRFA Dubai publishes a dedicated Golden Residence investor service. Its current residence-stage fee listing includes:

Those targets do not include the time required to make and document the investment, obtain land-registry evidence, complete audited financial statements, obtain entrepreneurial approvals, arrange insurance or resolve document deficiencies.

Tax and investment context

Golden Residency is an immigration status, not a tax exemption or a tax-residency certificate.

The UAE does not levy personal income tax on individual salary income, but companies and individuals conducting business activity can have Corporate Tax obligations. The Federal Tax Authority states that natural persons conducting UAE business or business activity can fall within Corporate Tax when annual turnover from the business exceeds AED1 million, with wages, personal investment income and real-estate investment income excluded from that natural-person business-turnover test.
