United Arab Emirates Visa and Residence Options in 2026
The United Arab Emirates has several distinct ways for foreign nationals to live in the country, and the correct route depends on the activity behind the move. A person employed by a company outside the UAE is not using the same legal framework as an employee hired locally, a self-employed professional, a business investor, or a retiree.
A second practical issue is jurisdiction. Federal immigration policy is administered by the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP), while Dubai also uses the General Directorate of Identity and Foreigners Affairs (GDRFA Dubai) for many residence services. The underlying route may be national, but filing channels, fee presentation and local documentary steps can differ by emirate.

Remote workers: the UAE virtual-work route
The UAE has an official residence category for people who work remotely for an organisation outside the country. Current UAE Government and GDRFA material requires proof of the foreign remote-work relationship and income of at least USD3,500 per month or the equivalent.
The residence is issued for one year and is renewable under the same conditions. GDRFA Dubai also publishes health-insurance and medical-fitness requirements and confirms that the virtual-work holder can sponsor family for the same period.
That route is substantially different from taking a UAE job. If an employer in Dubai, Abu Dhabi or another emirate is hiring you locally, use the UAE work-visa guide instead.
Standard employment still begins with the employer
For ordinary employment in the UAE, the employer initiates the work-permit and residence process. The UAE Government describes the standard employment residence as generally valid for two years and renewable, while MOHRE administers work permits for private-sector establishments within its jurisdiction.
The sequence commonly involves the official job offer/work permit, entry or status-change formalities, medical fitness, Emirates ID and the residence permit. The federal Work Bundle now integrates several of these steps for eligible private-sector cases.
Free-zone and government employment can use different competent authorities, so a worker should not assume every job is filed through exactly the same MOHRE screen even though the core rule remains the same: local employment needs the correct work authorisation and residence basis.
Green Residence: five years without a sponsor
The Green Residence is a five-year renewable self-sponsored residence framework covering several categories.
Current ICP rules identify three major groups:
- Skilled workers with a valid UAE employment contract, a profession in MOHRE occupational levels 1–3, at least a bachelor's degree, and a minimum salary of AED15,000 per month.
- Freelancers and self-employed professionals with the appropriate MOHRE freelance/self-employment permit, the required educational qualification, and annual freelance income of at least AED360,000 in each of the previous two years or evidence of sufficient financial solvency.
- Investors and business partners who can prove investment or participation in a UAE business and hold the required licences and approvals.

Golden Residency: high-value investment, entrepreneurship and talent
The current ICP Golden Residency framework is a longer-term sponsor-free route. The live ICP guide describes qualifying residence as 10 years, with renewal where the conditions continue to be met.
For major investment categories, the current guide uses thresholds such as AED2,000,000 for public-investment or real-estate pathways. Entrepreneur eligibility can include an approved UAE SME with annual revenue of at least AED1,000,000, approval of a qualifying entrepreneurial idea, or a history of founding ventures sold for a combined value of at least AED7,000,000.
The Golden system also covers specialist and exceptional-talent categories with their own evidence. It is therefore inaccurate to describe the Golden Visa as one single “pay AED2 million and get residence” product. The Golden Residency guide separates the main categories and thresholds.
Retirement residence
Foreign retirees can qualify for a five-year renewable residence route. Current UAE Government guidance sets an age/service framework around being at least 55 and having worked for at least 15 years, together with financial criteria.
There is an important official-source nuance: current federal and Dubai service pages do not always present the financial alternatives in identical wording. The UAE Government portal distinguishes a general federal framework and a higher fixed-income figure for Dubai, while ICP and GDRFA service cards present their own documentary tests. Investor residence: Green vs Golden
“UAE investor visa” is search language, not one universal legal category.
A business owner or partner with ordinary commercial participation may fit the Green Residence investor/partner category, which provides five-year self-sponsored residence subject to licensing and investment evidence. A person meeting the much higher Golden investment or entrepreneurship standards may qualify for 10-year Golden Residency.
For property owners, separate emirate-level property residence services can also exist below the Golden threshold, especially in Dubai. Those are local service products and should not be confused with the nationwide Golden investor test.
Family sponsorship
Family rights depend on the principal status. Green and Golden Residence have expanded family sponsorship benefits, and virtual-work residence also permits family sponsorship under its published rules.
More generally, the UAE Government states that an expatriate resident can sponsor qualifying family members if the sponsor earns at least AED4,000 per month or AED3,000 plus accommodation, subject to the applicable relationship and medical requirements. Green Residence has additional first-degree-relative provisions.
Family residence is not the same as independent permission to work. A dependant who takes employment needs the appropriate work permit even if the person's residence is sponsored by a family member.
Medical fitness and Emirates ID
For most residence routes, immigration approval is only one part of the process. Applicants aged 18 or older generally need medical fitness clearance, and residents apply for an Emirates ID. Insurance requirements also apply to many categories and may differ by emirate or route.
This is why a quoted “visa fee” rarely represents the total relocation cost. Residence issuance, Emirates ID, medical testing, work-permit charges, health insurance, local service fees and company/free-zone charges can be separate.
Tax residence is not the same as immigration residence
Holding a UAE residence visa does not automatically settle tax residency for every purpose. Federal Tax Authority guidance applies specific tests for tax-residency certificates, including physical-presence measures such as 183 days and, for domestic purposes, other tests that can apply below 183 days.
The UAE does not levy personal income tax on individual salary income, but that does not mean every individual business activity is outside the federal tax system. The Federal Tax Authority states that a natural person conducting a UAE business or business activity can come within Corporate Tax when annual turnover from that business exceeds AED1 million; wages, personal investment income and real-estate investment income are excluded from that natural-person business-turnover test.
Remote workers, freelancers and founders should therefore separate three questions: immigration residence, tax residence, and whether a UAE business activity creates tax-registration obligations.
Federal vs Dubai filing channels
- ICP handles federal identity, citizenship and residence services across the UAE outside the Dubai-specific GDRFA channel and also publishes the national Green and Golden frameworks.
- GDRFA Dubai publishes Dubai residence services, including virtual work, Green Residence, Golden Residence and retirement permits.
- MOHRE administers private-sector work permits and labour processes for establishments within its jurisdiction.
- Free zones can have their own company and employment processes while residence issuance still connects to the relevant immigration authority.
Always use the filing channel for the emirate and category involved rather than relying on a generic “Dubai visa” checklist.

- Define the real activity: foreign remote work, UAE employment, self-employment/freelance work, investment/business participation, long-term investment/entrepreneurship, or retirement.
- Match the activity to the current official residence category.
- Confirm whether the application is self-sponsored or employer/business-led.
- Identify the competent filing authority—ICP, GDRFA Dubai, MOHRE, or a relevant free-zone/local authority.
- Prepare passport, qualification, employment, income, investment or retirement evidence for the actual category.
- Complete medical fitness, Emirates ID and health-insurance steps where required.
- Treat official processing times as service targets, not guarantees.
- Keep the activity, sponsor status, licence/work permit and residence basis aligned throughout the stay.
Common mistakes
- treating every UAE residence product as a “Dubai visa” even when the authority is federal;
- using virtual-work residence for a UAE job;
- calling every freelance setup a Green Residence without checking the AED360,000 income/solvency and permit requirements;
- assuming the Green skilled-worker route removes the need for a valid UAE employment contract;
- assuming every investor automatically qualifies for Golden Residency;
- quoting outdated five-year Golden investor rules when the current ICP guide states ten years for major investor categories;
- overlooking medical fitness, Emirates ID and insurance costs;
- assuming family residence automatically allows employment; and
- treating UAE immigration residence as automatic tax residency.
