Indonesia E28A Investor Visa / Investor KITAS in 2026
The current E28A Investor Visa is the principal ordinary investor temporary-stay route behind many searches for an “Indonesia investor KITAS.” It is different from Indonesia's longer-duration Golden Visa categories.
E28A is built around real equity ownership in an Indonesian sponsoring company and can authorize specified business and board-level activity in that company.
The decisive shareholding threshold
Current Directorate General of Immigration guidance requires proof of at least IDR10,000,000,000 in share ownership in the sponsoring company registered with the Ministry of Investment/BKPM.
That is an immigration threshold for the E28A holder. It should not be casually equated with every corporate-capital or licensing rule that may apply to a foreign-investment company under BKPM/OSS regulation.
Immigration also states an important fallback rule: if the foreigner's shares are below IDR10 billion and the person holds a director or commissioner position, the person must apply for the work visa appropriate to the position.
What E28A allows
The current official page says an E28A holder may:
- invest and conduct business activities, including establishing a company;
- work as a director or commissioner in the company where the person invested;
- supervise the company's production of goods or services;
- bring family to reside under the relevant immigration framework;
- enter and exit while the Re-Entry Permit remains valid; and
- pursue education through the dual-activity stay-permit mechanism where applicable.
These rights are tied to the qualifying investment/company context. E28A is not a general open work permit for unrelated Indonesian employers or businesses.
Stay period
The E28A route can provide a stay of up to two years, depending on the option granted. The sponsor can extend the stay permit online through the registered eVisa account.
Immigration distinguishes visa-use validity from residence duration: the visa is generally valid for 90 days from issuance for entry, while the resulting ITAS controls the actual authorized stay.

The current Immigration page publishes:

The one-year package includes IDR500,000 visa, IDR2,000,000 verification, IDR3,000,000 ITAS and IDR1,500,000 re-entry permit. The two-year package uses a IDR5,000,000 ITAS and IDR2,000,000 re-entry permit with the same visa and verification components.
Private professional, company, notarial, licensing, translation and tax costs are separate.
Sponsor and company evidence
Unlike sponsor-free E33G, Second Home and several Golden Visa products, E28A requires a sponsor.
Published supporting evidence includes:
- application letter;
- passport valid at least six months;
- recent photo, CV and itinerary;
- three months of bank statements showing at least USD2,000 or equivalent for living expenses;
- proof of at least IDR10 billion of shares in the sponsor company registered with the investment authority;
- Ministry of Law decision ratifying the company's establishment; and
- company current-account statements for the previous two months.
For a newly established company with less than two months of bank history, the current Immigration page provides a post-ITAS accommodation allowing the bank-statement requirement to be submitted to the immigration office within 90 days after ITAS issuance.
Corporate rules still matter
An E28A visa does not by itself establish or license a company. The foreign-investment company must separately comply with Indonesian corporate and OSS/BKPM rules for its business sector, ownership structure, licensing and investment commitments.
Current BKPM material also emphasizes minimum-investment rules for foreign-investment companies and risk-based licensing. Applicants should treat corporate setup and immigration as connected but separate compliance tracks.
E28A vs a work visa
The official threshold rule is the cleanest dividing line for an investor who also holds a board position. A person who meets the E28A share threshold can use investor status for the permitted director/commissioner activity in the invested company. A director/commissioner below that threshold is directed toward the appropriate work visa.
E28A vs Golden Visa
E28A is generally a 1–2 year sponsor-backed investor route. The Golden Visa family contains higher-investment categories designed around 5- or 10-year residence.
An individual who merely wants passive investment exposure should not assume E28A is the best fit; current E28C Golden Visa rules specifically cover qualifying holdings of government bonds, listed shares or listed-company mutual funds.
Family members
Immigration states that E28A holders can bring family. The live visa classification also contains E31 family indexes for relatives of ITAS/ITAP holders. Family members should use the correct dependant category and should not assume they inherit the principal's board/business rights.
Application outline
- Confirm the company and business activity comply with BKPM/OSS rules.
- Confirm the applicant's actual share ownership reaches the E28A threshold.
- Ensure the Indonesian company can act as the immigration sponsor.
- Prepare company ratification, shareholding and banking evidence.
- Submit through the sponsor's official eVisa account and pay the generated PNBP.
- Respond to Immigration verification requests.
- Enter Indonesia within the visa's use-validity window and confirm ITAS/re-entry issuance.
- Keep the qualifying shareholding, role and business activity aligned with the granted status.
- Complete any post-entry company bank-statement requirement that applies to a newly formed company.
The current official page states a four-working-day processing target after visa payment is received; this is not an approval guarantee.
Tax and residence implications
Investor immigration status does not settle corporate or personal tax. A person spending substantial time in Indonesia can meet domestic tax-subject tests, while the Indonesian company has its own tax and reporting obligations.
E28A is also not an automatic route to ITAP or citizenship. It is an extendable temporary-stay permission whose future conversion depends on the legal conditions then in force.
Common mistakes
- assuming “investor KITAS” means any shareholder qualifies;
- confusing the E28A IDR10 billion share threshold with all PT PMA licensing/capital rules;
- putting a low-shareholding director on investor status when Immigration directs that person to a work visa;
- assuming E28A permits unrelated employment;
- ignoring corporate licensing and OSS/BKPM compliance;
- confusing 90-day visa validity with the 1–2 year ITAS; and
- treating E28A as the same product as a 5–10 year Golden Visa.
