Indonesia Golden Visa in 2026
Indonesia's Golden Visa is not one single investor threshold. It is a family of longer-duration visa indexes for qualifying investors, company founders, branch/subsidiary investors, parent-company representatives and certain other special categories.
The current Immigration visa list includes E28B, E28C, E28D, E28F and E28G as investor Golden Visa categories. Applicants should select the category matching the actual investment structure rather than copying a threshold from a different index.
Capital-market Golden Visa: E28C
E28C is the clearest current route for an individual who wants to qualify through financial assets rather than by establishing and capitalizing an operating company.
The official page states that E28C is for individual investors buying qualifying:
- Indonesian government bonds;
- shares in publicly listed Indonesian companies; or
- mutual funds in publicly listed companies.
The published thresholds are:
| E28C option | Current qualifying evidence | |---|---| | 5 years | At least USD350,000 in qualifying government bonds, listed-company shares or qualifying mutual funds | | 10 years | At least USD700,000 in those qualifying assets, or an apartment/condominium valued at least USD1,000,000 |
E28C is sponsor-free under the current official page.
E28C official fees
The published PNBP is:
- IDR13,000,000 for the five-year option; and
- IDR19,500,000 for the ten-year option.
For five years, the published components are IDR500,000 visa, IDR2,000,000 verification, IDR7,000,000 ITAS and IDR3,500,000 re-entry permit. For ten years, the ITAS component is IDR12,000,000 and the re-entry component IDR5,000,000.
Other Golden Visa investor categories
The current visa list also identifies:
- E28B — company-establishment investor Golden Visa;
- E28D — branch or subsidiary establishment investor Golden Visa;
- E28F — a branch/subsidiary category linked to Nusantara Capital City; and
- E28G — parent-company representative investor Golden Visa.
Those routes use different investment commitments and corporate evidence. For example, current official E28G material distinguishes USD25 million for a five-year foreign-company investment commitment and USD50 million for ten years.
Do not use the E28C USD350,000/700,000 thresholds for a founder or parent-company route unless that actual visa index says they apply.
What E28C permits
Current Immigration guidance states that an E28C holder can invest and conduct business activity, receive returns/benefits from the investment, bring family to reside under the relevant immigration framework, and enter/exit while the re-entry permit remains valid.
It also prohibits work that does not match the stay permit and activities beyond the rights granted unless the holder obtains an appropriate change or multiple-activity authorization.
A passive investor should therefore distinguish investment/business rights from ordinary employment for an Indonesian company.
General application evidence
The E28C page lists common documentation such as:
- national passport valid at least six months;
- recent photograph;
- CV and travel itinerary; and
- three months of bank statements showing at least USD2,000 or equivalent for living expenses.
The route then requires the category-specific investment evidence at the applicable USD350,000 or USD700,000 threshold, or the stated property evidence for the ten-year property alternative.
The general USD2,000 bank statement is not the Golden Visa investment threshold.
Visa use and stay period
The visa is generally valid for 90 days from issuance for entry. The residence period is separately five or ten years, depending on the option.
Current Immigration guidance states the ITAS and Re-Entry Permit are issued after the holder is admitted at border control. E28C is extendable and may be converted to another temporary-stay permit where rules permit.
Golden Visa vs E28A investor KITAS
The E28A Investor Visa is a distinct, sponsor-backed route of up to two years, based on at least IDR10 billion in shares in the sponsor company. It is particularly relevant to an investor-director or commissioner in that invested company.
Golden Visa categories are designed around longer 5–10 year residence and higher or differently structured investment commitments. A founder should compare the company-establishment Golden Visa criteria with E28A rather than assuming “Golden” is always the better fit.
Golden Visa vs Second Home
Second Home E33 is a different special-residency route. Its published Immigration Guarantee can be met by a USD130,000 deposit at a state-owned bank or USD1 million Indonesian apartment/condominium. It is not the same as E28C's capital-market investor test.
The same USD1 million property figure appearing in more than one program does not make the programs interchangeable; their purpose, evidence and activity rights differ.
Company formation and licensing
A Golden Visa does not replace Indonesian corporate licensing. Company-establishment categories need the relevant corporate, ownership, sector and OSS/BKPM compliance. Indonesia's investment authority continues to apply risk-based licensing and foreign-investment rules separately from Immigration.
Family
Current E28C guidance says the holder can bring family. Indonesia also maintains family visa indexes for relatives of ITAS/ITAP holders. Each dependant needs the proper immigration basis, and family residence does not automatically create independent work permission.
Processing
The current E28C page states a four-working-day processing target after visa payment is received. This is an administrative target, not a guarantee of approval or a promise that document preparation, investment execution or post-approval steps will finish in four days.
Permanent residence and citizenship
A Golden Visa gives a longer temporary-stay framework; it should not be described as automatic permanent residence or citizenship. ITAP and naturalization have separate legal requirements.
Common mistakes
- assuming there is one Golden Visa threshold for every investor;
- applying E28C capital-market thresholds to E28B/E28D/E28G company structures;
- confusing a general USD2,000 bank statement with the qualifying investment;
- assuming business/investment permission equals an unrestricted employment permit;
- ignoring corporate licensing for a company-establishment route;
- confusing visa-use validity with the five- or ten-year stay; and
- marketing Golden Visa as automatic permanent residence.
Frequently asked questions
How much does an individual need for E28C?
The current page states USD350,000 for five years or USD700,000 for ten years in qualifying securities/funds; a USD1 million apartment/condominium alternative is also stated for the ten-year option.
Does E28C need a sponsor?
The current official page says no sponsor is required.
Can I receive investment returns?
Yes. The E28C page expressly permits compensation or benefits from the qualifying investment.
Is the company-establishment Golden Visa the same as E28C?
No. Company-establishment and parent-company routes have their own E28 indexes and thresholds.
