Immigration and Visa Options for Digital Nomads, Freelancers, Founders and Investors in Colombia

Colombia's 2026 visa system has four especially relevant pathways for ReloTide users: the V Digital Nomad visa, the M Independent Professional visa, the M Partner or Owner visa, and the M Investor visa. They serve very different profiles, and search terms such as “freelancer visa,” “entrepreneur visa” and “startup visa” should not be treated as interchangeable legal categories.

The current framework is principally set by Resolution 5477 of 2022 as amended and compiled by Cancillería. Colombia's 2026 minimum monthly wage (SMLMV) is COP 1,750,905 under Decree 0159 of 19 February 2026, so visa thresholds expressed in multiples of SMLMV move with that reference amount.

Verified 15 September 2026: Colombia does not have a general standalone “startup visa.” A narrow digital/IT entrepreneurship concept appears inside the V Digital Nomad category, while a founder who establishes or owns a Colombian commercial company normally needs to analyze the M Partner/Owner route and its capital requirements.

Digital nomads and remote workers

Article 46 of Resolution 5477 creates the V Digital Nomad category for remote work from Colombia through digital means exclusively for foreign companies, whether the applicant is an employee or independent provider. It also includes a limited route for a digital-content or information-technology entrepreneurship project of interest to Colombia.

The principal applicant must hold a passport from a country or territory exempt from short-stay visa requirements. The financial rule is at least three SMLMV during each of the last three months. Using the 2026 SMLMV of COP 1,750,905, that is COP 5,252,715 per month.

The visa may be granted for up to two years, allows beneficiaries, and expressly does not permit remunerated activity for a person or legal entity domiciled in Colombia. It is a Visitor (V) visa, so it should not be marketed as a direct five-year path to the Resident visa.

Independent professionals: not a generic freelancer visa

Colombia does have an M Profesional Independiente category, but it is narrower than the phrase “freelancer visa” suggests. Article 76 is aimed at a foreigner practicing a regulated profession, or exceptionally a non-regulated activity when the activity is considered of interest to the country.

For regulated professions, the applicant must deal with degree recognition and the professional card, licence or provisional permit required by the competent professional authority. The applicant must also show average monthly income of at least five SMLMV during the previous six months. At the 2026 reference value, that is COP 8,754,525 per month.

The visa can be valid for up to three years, permits work only in the profession or activity for which it was granted, allows beneficiaries and can accumulate toward the Resident visa after five years of qualifying M status.

Founders, entrepreneurs and company owners

The legally relevant founder route is the M Socio o Propietario visa. It applies to a foreigner who formed a Colombian company or acquired qualifying participation in the capital of an operating commercial company.

The regulation requires qualifying paid capital, participation, acquisition or registered foreign investment of at least 100 SMLMV at the date of application. In 2026 that is COP 175,090,500. The visa may be valid for up to three years, and its work permission is limited to the company in which the applicant is the partner, shareholder or owner. Purchases of shares on the secondary market do not qualify for this visa.

A software or startup founder should therefore not assume that the Digital Nomad visa is a generic startup residence route. If the person is building/owning a Colombian company, the Partner/Owner rules are the more relevant starting point.

Investor and property-investor residence

The M Inversionista visa is a higher-capital route. The current regulation recognizes two principal financial bases:

  • Foreign direct investment: more than 650 SMLMV, which is more than COP 1,138,088,250 at the 2026 reference wage; or
  • Real estate: property held exclusively in the applicant's name with a value of at least 350 SMLMV, equal to COP 612,816,750 in 2026, together with the required foreign-investment registration evidence.

The visa is valid for up to three years, allows beneficiaries and accumulates toward the Resident visa after five years of qualifying M status. The investment must be maintained, and changes affecting the qualifying investment must be reported to the visa authority.

Does Colombia have a startup visa?

Not as a separate general immigration category in the current Cancillería visa list.

A foreign founder should distinguish three situations:

  1. Foreign digital/IT project while working remotely: the V Digital Nomad category includes a narrow digital-entrepreneur concept, subject to its nationality, financial and local-remuneration limits.
  2. Owning/operating a Colombian company: analyze the M Partner/Owner visa and its 100-SMLMV capital requirement.
  3. Larger capital investment: analyze the M Investor visa.

Creating a Colombian company by itself does not automatically grant immigration status.

Family and beneficiary visas

Cancillería's beneficiary rules permit beneficiaries for the Digital Nomad V visa and for the M Partner/Owner, Independent Professional and Investor categories. The qualifying relationship, documents and economic support must still be demonstrated under the beneficiary rules.

A beneficiary's rights should not be assumed to equal the principal holder's work permission. Applicants should confirm the exact activity authorization shown by the visa category and current beneficiary rules before employment or self-employment.

Visa fees in 2026

Resolution 3969 of 26 March 2026 sets the general fee schedule, subject to nationality-specific exemptions and special rates.

For applications priced in US dollars outside the euro-zone/Cuba schedule, the general totals are:

  • V visa: US$56 study + US$138 issuance = US$194;
  • M visa: US$56 study + US$204 issuance = US$260; and
  • R visa: US$56 study + US$183 issuance = US$239.

The euro-zone/Cuba totals are €150 for V, €200 for M and €185 for R. Special exemptions apply to certain nationalities and circumstances, and the resolution notes that the listed visa charge does not include applicable stamp tax.

Processing time

Once the application is complete and the study fee has been paid, Article 13 gives the visa authority up to 30 calendar days to issue a pronouncement. The period may be exceeded when the authority needs consultations with other entities, and additional-document or interview requests can extend the process.

After approval, the applicant generally has 10 calendar days to pay the issuance charge. Cancillería states that the electronic visa is then issued/sent within the following 10 business days after payment.

These are official processing stages, not a guaranteed door-to-door relocation timeline.

Tax residence

Immigration status and tax residence are separate. DIAN's Article 10 guidance uses a principal physical-presence test of more than 183 days in Colombia, continuous or discontinuous, during any rolling 365-day period, with additional statutory tests also capable of mattering.

A digital nomad can therefore become a Colombian tax resident even though their visa forbids local Colombian remuneration. Founders and investors should separately model Colombian company taxation, foreign investment registration, distributions, payroll, VAT and social-security exposure.

From M visa to Resident (R)

Resolution 5477's current Article 90 provides a five-year qualifying M-visa accumulation period for M Partner/Owner, M Independent Professional and M Investor holders before the Resident-by-accumulated-time route can become available, subject to continuity and the rest of the R requirements.

This is different from the V Digital Nomad category. Visitor status is temporary and is not listed as a qualifying M category for the five-year Resident accumulation table.

M visas also terminate automatically when the holder is outside Colombia for more than 180 continuous calendar days within each 365-day period counted from visa issuance.

Citizenship comes after Resident status, not merely five years on M

Colombian nationality by adoption uses domicile, and Cancillería expressly states that domicile for this purpose is proven by holding a Resident (R) visa. The nationality clock starts from issuance of the Resident visa.

Current general periods are:

  • Latin American and Caribbean nationals by birth: 1 year of continuous domicile;
  • Spanish nationals by birth: 2 years; and
  • other foreign nationals: 5 years, reduced to 2 years for a person married to/in a permanent partnership with a Colombian national or with Colombian children.

This means “five years on an M visa” can be relevant to eligibility for an R visa, but it should not be advertised as automatic Colombian citizenship after five years.

Which Colombia route fits which profile?

Foreign remote employee or foreign-linked contractor: start with the Digital Nomad Visa, provided your nationality is short-stay visa-exempt and you will not receive Colombian remuneration.

Professional wanting to practise in Colombia: review the Independent Professional Visa, especially the regulated-profession and 5-SMLMV tests.

Founder/shareholder of a Colombian company: review the Partner / Business Owner Visa.

Large direct investor or qualifying property investor: review the Investor Visa.
