Malaysia Investor Pass in 2026
Malaysia's Investor Pass is a temporary multiple-entry facility for prospective foreign investors carrying out investment-related activity in Peninsular Malaysia and Labuan. It is not permanent residence, not an Employment Pass and not permission for paid work.
A major policy revision took effect on 13 March 2026, so older descriptions listing three investor categories are now outdated.
Current eligible investor categories
Since 13 March 2026, the Investor Pass uses only:
- New Investor; and
- Investor in Pipeline.
The former Existing Investor category was removed.
MYXpats explicitly states that an investor who already owns a company in Malaysia or holds a directorship in a Malaysian company is not eligible under the current Investor Pass policy. Such applicants are directed to assess the appropriate Employment Pass or Professional Visit Pass, depending on the activity.
What the Investor Pass is for
The pass supports genuine investment-development activity such as exploring, negotiating, preparing or implementing a qualifying investment. It gives the investor a temporary business-visit framework while the investment is being developed.
It should not be marketed as “buy an investment and receive Malaysian residency.”
Duration
Current programme material provides:
- initial validity/stay of 6 months; and
- a possible additional 6 months where the extension requirements are met.
The maximum programme period is therefore generally 12 months. The pass is multiple entry.
A 6+6-month facility is fundamentally different from long-term MM2H, MTEP founder residence, or a Malaysian Employment Pass.
Work rights
The Investor Pass does not authorize paid employment in Malaysia. If the investment progresses into a Malaysian company role, directorship or remunerated executive position, the investor must obtain the correct work authorization—commonly an Employment Pass if eligible.
This is especially important after the March 2026 revision, because existing owners/directors no longer fall within Investor Pass eligibility.
Dependants
Current Investor Pass rules do not permit dependants under the principal's Investor Pass. A spouse or child who needs to reside in Malaysia must qualify under an appropriate independent or dependant immigration route.
Geography
The Investor Pass applies to Peninsular Malaysia and Labuan under the published programme. Sabah and Sarawak have their own immigration controls and are outside this pass framework unless separate authorization exists.
Application timing and location
The applicant must generally be outside Malaysia when applying. The application is made through Xpats Gateway and relies on the appropriate investment/agency documentation. Malaysian Investment Development Authority (MIDA) is the key investment-policy contact for investor/document questions, while ESD/MYXpats handles the pass processing framework.
The investor should not enter as a tourist and assume the Investor Pass will automatically convert in-country.
Current official fees
Published Immigration programme material lists:
- RM500 processing fee; and
- RM90 pass fee,
with visa charges or other administrative costs where applicable. Applicants should confirm the live Xpats Gateway fee screen because government fee schedules can change.
Application process
- Confirm that you are a New Investor or Investor in Pipeline and are not already a Malaysian company owner/director excluded by the current policy.
- Assemble passport, investment/business profile and the documents required by the relevant investment agency/sector.
- Apply from outside Malaysia through the current Xpats Gateway process.
- Pay the processing/pass charges and respond to document queries.
- After approval, complete the required entry/visa process.
- Use the pass only for the approved investment-related activities.
- If more time is needed, apply for the additional six-month period while eligible.
- Before taking paid work or a Malaysian company role, obtain the correct EP/PVP or other authorization.
Investor Pass vs MM2H
The MM2H programme is a long-stay social-visit framework based on fixed deposits, property and category rules. The Investor Pass is a short-term investment-facilitation tool. They solve different problems.
Investor Pass vs MTEP
A technology founder actively establishing a qualifying digital startup may fit MTEP better than Investor Pass. MTEP has founder-specific New/Established Entrepreneur tracks and can offer multi-year residence for an established entrepreneur.
Investor Pass vs PVIP
Malaysia's Premium Visa Programme is a separate high-value long-term residence facility with substantial income/net-worth, fixed-deposit and participation-fee requirements. Investor Pass should not be confused with PVIP merely because both target internationally mobile investors.
Permanent residence and citizenship
Investor Pass is temporary. It does not create an automatic path to Malaysian permanent residence or citizenship, and the programme should not be promoted as citizenship-by-investment.
Common mistakes
- relying on the pre-13-March-2026 “Existing Investor” category;
- applying while already an owner/director of a Malaysian company;
- assuming the pass authorizes paid work;
- attempting to include dependants;
- treating a 6+6-month business facility as long-term residence; and
- assuming the pass applies automatically in Sabah or Sarawak.
