Italia Startup Visa (ISV) is Italy's dedicated procedure for non-EU founders outside Italy who want to establish an innovative startup in Italy. What counts as an innovative startup?

Personal visa-income and accommodation evidence may still be required at the consular stage, so the €50,000 startup figure should not be mistaken for the complete personal financial checklist.
Direct application vs certified incubator
The official program provides two procedural paths:
Direct application: the founder submits the innovative project for Technical Committee assessment.
Certified incubator route: the application is supported by a certified Italian incubator that commits to hosting/supporting the startup.
Both paths lead to the ISV nulla osta process when the substantive conditions are met.
Technical Committee and 30-day nulla osta
Italia Startup Visa uses a dedicated Technical Committee made up of representatives from the Italian startup and innovation ecosystem.
The official portal presents the process as delivering the ISV nulla osta within 30 days once the program application is complete and assessable. Requests for additional information or other case-specific issues can extend the real end-to-end timeline.
Do not confuse this program target with a guaranteed consular visa issuance date. After the nulla osta, the competent Italian embassy or consulate still handles the national visa.
Application process
- Prepare the startup project and evidence of at least €50,000 dedicated resources.
- Choose the direct application or certified-incubator route.
- Submit the ISV application and supporting documents to the program.
- Obtain the Technical Committee's nulla osta.

Italia Startup Visa is a specialized self-employment startup route. Current 2026 self-employment quota rules continue to list foreign nationals establishing innovative startups as a qualifying category within the self-employment framework.
That makes ISV legally different from the Italy Digital Nomad route, which is expressly outside the quota system. Founders should verify current quota/administrative availability alongside the program's startup approval process.
Family rights
The ISV guidelines connect startup founders to the ordinary family-reunification framework under Article 29 of the Immigration Act. Qualifying family can apply when the relationship, resources, accommodation and other family conditions are satisfied.
The program historically gives operational attention to startup-founder family cases, but applicants should still treat family reunification as a separate legal process rather than an automatic add-on to the founder's visa.
Can the founder work in the startup?
Yes, the route is a self-employment founder route tied to the innovative startup project. The founder must still comply with corporate, tax and social-security requirements and keep the immigration basis consistent with the approved activity.
The permit is not a blank authorization to disregard professional licensing or to abandon the qualifying startup immediately after entry.
Tax and social security
Founders need a real Italian corporate and personal compliance plan. Issues can include:
- company incorporation and Business Register status;
- partita IVA / tax numbers where applicable;
- corporate and personal income taxation;
- INPS or other social-security position;
- payroll obligations when hiring employees; and
- VAT/accounting compliance.
Separate newcomer tax regimes may be available to some individuals, but they are not automatic consequences of ISV approval.
EU long-term residence
Qualifying legal residence can count toward the general five-year EU long-term-residence framework, subject to continuity, income, language and other rules. Startup success alone does not grant permanent residence automatically.
Citizenship
A typical non-EU founder follows the ordinary nationality rules. Citizenship by residence generally requires 10 years of legal residence, plus the other statutory conditions and continuity requirements.
