The Italy Self-Employment Visa (lavoro autonomo) is a real immigration route, but it is not a universal open “Italy freelance visa.” In 2026, ordinary self-employment entry remains tied to Decreto Flussi quotas, defined applicant categories and route-specific authorization evidence.

The official Flussi 2026 page states that Italy authorized 650 entries for self-employment in 2026. The detailed decree framework then identifies the categories and allocations that can use those entries.

Important distinction: the total 650 self-employment entries are not 650 generic “freelancer visas.” A current Prefettura summary identifies 500 per year within the listed self-employment categories such as qualifying entrepreneurs, professionals, company officers, artists and innovative-startup founders, while the broader annual total remains 650.

Who can qualify?

The 2026 quota framework includes defined categories such as:

  • entrepreneurs implementing an investment plan of interest to the Italian economy using at least €500,000 of their own resources and creating at least three new jobs;
  • qualifying liberal professionals, including regulated/supervised professions and certain unregulated professions represented by qualifying national associations;
  • eligible holders of specified corporate administrative or control offices;
  • internationally known or highly qualified artists engaged by qualifying public or private bodies; and
  • foreign nationals establishing an innovative startup under the dedicated startup framework.

The exact legal and documentary requirements differ sharply among these categories.

Is this an Italy freelancer visa?

Only in a limited sense. A freelance professional must fit a legally recognized self-employment category and complete the required pre-visa authorizations. Simply having clients, opening a partita IVA, or planning to work independently does not by itself create immigration eligibility.

2026 Decreto Flussi quota

For 2026, the national programming authorizes:

  • 76,200 non-seasonal subordinate-work entries;
  • 650 self-employment entries; and
  • 88,000 seasonal-work entries.

The self-employment allocation must be read together with the detailed category rules. Quota availability, category eligibility and application timing are material parts of the route.

Applicants should not rely on an old year's click-day calendar. The 2026 pre-filing and submission schedule is published through the government's immigration portals and can be updated operationally.

Entrepreneur category: €500,000 and three jobs

The entrepreneur category is materially more demanding than a low-cost small-business visa.

The current 2026 category description requires the entrepreneur to implement an investment plan of interest to the Italian economy involving:

  • at least €500,000 of the applicant's own resources; and
  • creation of at least three new jobs.

This threshold is route-specific. It should not be confused with:

  • the €50,000 resource threshold under Italia Startup Visa; or
  • the €500,000 investment option under Investor Visa for Italy, which is a different legal pathway.

Professional category

A professional applicant must show that the intended activity is legally exercisable in Italy.

For a regulated profession, professional recognition, licensing or registration may be required. For certain unregulated professions, the quota rules refer to nationally represented professional associations included in public-administration lists and capable of issuing relevant quality/professional attestations.

The applicant should verify the responsible professional authority before committing to a visa strategy.

Company officers and artists

The self-employment framework also includes certain corporate officers and qualifying artists. These are specialized categories with their own evidence and should not be generalized into an “entrepreneur visa.”

Corporate eligibility can depend on the office held and the characteristics of the Italian company. Artist cases can depend on reputation/qualification and the engaging Italian institution or organization.

Required documents

A complete file depends on the category and filing consulate, but commonly includes:

  • national-visa application and passport;
  • category-specific authorization / nulla osta or certification;
  • evidence that the proposed activity may lawfully be exercised in Italy;

Quota availability can be a bigger constraint than consular adjudication time. For this reason, the ordinary self-employment route should be planned around the current year's decree rather than a generic “90-day visa” assumption.

Residence-permit validity and renewal

The self-employment residence permit can generally be issued for up to two years, subject to the actual category and case. Renewal requires continued lawful activity and satisfaction of the immigration, tax, social-security and other applicable conditions.

Family rights

Ordinary family reunification can become available when the sponsor and family satisfy the statutory relationship, income, accommodation and residence conditions. A family residence permit generally allows work.

The timing and evidence should be checked against the sponsor's actual permit and family-reunification rules rather than assuming that family members automatically receive visas with the principal self-employment applicant.

Tax and social security

A self-employed resident commonly needs a partita IVA, appropriate tax registration and the correct INPS/social-security position. Regulated professionals may have a professional pension fund rather than the ordinary INPS structure.

Tax residence, VAT, income tax and social-security contributions depend on the actual facts. Immigration approval does not create a tax holiday.

Italy's separate impatriate regime may apply to some qualifying professionals under its own conditions, but it is not part of the self-employment visa approval test.

EU long-term residence

Qualifying self-employment residence can contribute toward the general five-year EU long-term-residence period, but the applicant must satisfy continuity, valid-permit, resource, language and other requirements. It is not automatic after five visa renewals.

Citizenship

For a typical non-EU national, ordinary citizenship by residence generally requires 10 years of legal residence plus the other statutory conditions. The self-employment route has no general fast-track citizenship rule.
