Brazil Company Executive / Corporate Investor Visa in 2026

Brazil's RN 11/2017 residence framework covers a foreign administrator, manager, director or executive with management powers who represents a civil or commercial company, group or conglomerate that makes qualifying foreign investment in a Brazilian company.

This is not the same as the RN 13 founder route. Under RN 11, the corporate investor supplies the qualifying capital and the immigration applicant is the management representative called to Brazil.

Current capital rule: generally R$600,000 of foreign investment for each executive called to Brazil, or R$150,000 with a commitment to create at least 10 new jobs within two years.

Who can qualify?

The route is designed for a person who will act as a qualifying:

  • administrator;
  • manager;
  • director; or
  • executive with management powers,

for a Brazilian company receiving foreign investment from a qualifying overseas company, group or conglomerate.

The actual corporate documents and role must support real management authority. A nominal title alone is not enough if the corporate structure does not match the immigration application.

R$600,000 per executive

The current RN 11 framework, reflecting its 2024 amendment, generally requires at least R$600,000 in qualifying foreign investment for each executive called under the route.

The application should link the capital contribution to the Brazilian company and the specific executive/manager appointment.

R$150,000 plus 10 new jobs

A lower investment threshold of R$150,000 can be used when the company commits to create at least 10 new jobs within the two years following the relevant installation/entry period under the regulation.

The reduced capital option is therefore not merely a lower-cost alternative. It carries a concrete employment-creation obligation that should be reflected in the corporate and immigration plan.

Documents and corporate evidence

A typical RN 11 application should address:

  • passport and applicant identification;
  • Brazilian company incorporation and registration documents;
  • overseas investor/group corporate documents;
  • evidence of the foreign capital contribution and registration;
  • corporate resolutions or appointment documents naming the administrator/manager/director/executive;
  • evidence that the applicant has the required management powers;
  • proof of the R$600,000 qualifying capital, or the R$150,000 investment plus employment-creation commitment;
  • company and applicant declarations required by MigranteWeb; and
  • criminal-record or other personal evidence required by the residence process.

Applicants should follow the current MigranteWeb checklist because RN 11 was amended in 2024 to align documentary rules with Brazil's foreign-exchange legislation.

Application process

  1. Confirm the Brazilian company and foreign-investor corporate structure.
  2. Determine whether the standard R$600,000-per-executive route or the R$150,000-plus-jobs route will be used.
  3. Complete the qualifying foreign-capital contribution and required registration/evidence.
  4. Formally appoint the applicant to the qualifying management role.
  5. Submit through MigranteWeb with the applicant, company, investment and appointment documents.
  6. Answer any Ministry request for further evidence.
  7. After approval, complete the applicable visa/entry and Federal Police registration/CRNM steps.
  8. Maintain the corporate investment and, where applicable, fulfill the 10-job commitment.

Fees and processing

The general government residence service currently lists R$168.13 for processing/evaluation and R$204.77 for issuance of the CRNM when those charges apply.

The Ministry's general residence-authorization service estimates 130 to 180 calendar days. Corporate-investment documentation, requests for additional evidence and registration steps can affect the total timeline.

Consular fees, if a consular visa stage is required for the applicant's procedural path, are separate and can vary by post and nationality.

Residence duration

The current Ministry of Justice page for the RN 11 corporate-investor/executive category describes the residence period as indefinite.

Indefinite residence does not eliminate the need to keep the company and immigration position lawful. In particular, a case relying on the lower capital threshold must respect the employment-creation commitment.

Can the executive work in Brazil?

The purpose of the route is to let the qualifying administrator, manager, director or executive perform the management role connected to the approved Brazilian company.

It should not be described as a universal open work permit for unrelated employment. A major change of company, appointment or management relationship should be checked against the immigration rules before implementation.

RN 11 vs RN 13

The distinction is central:

  • RN 11: corporate/group investment supports a qualifying executive with management powers.
  • RN 13: an individual foreign investor uses their own foreign-origin capital to invest in a Brazilian legal entity.

A founder investing their personal capital should generally start with the RN 13 Entrepreneur / Individual Investor guide rather than mislabeling the case as an executive transfer.

Family reunification

Eligible relatives can pursue Brazil's separate family-reunification residence route when the defined relationship and supporting documents are established. The executive's corporate-investment approval does not automatically register family members.

Tax, payroll and social security

An RN 11 residence case normally interacts closely with Brazilian corporate compliance. The company and executive should separately consider:

  • individual Brazilian tax residence;
  • executive compensation and payroll withholding;
  • Brazilian social-security obligations;
  • corporate tax and accounting;
  • foreign-capital registration;
  • cross-border recharge or service arrangements; and
  • treaty implications where relevant.

Immigration approval is not a tax exemption.

Indefinite residence and naturalization

Current RN 11 guidance describes the residence basis as indefinite. Brazil's ordinary naturalization guidance generally requires four years of residence for an indefinite period, Portuguese communication ability and the applicable criminal-record conditions, with reductions for specified categories.

The executive still must independently satisfy the naturalization requirements. Corporate investment is not a citizenship-by-investment program.
