Mexico does not have a standalone federal visa officially called a freelancer visa or self-employment visa. The legal route that matters for many independent professionals is a work-permission procedure available to a person who already holds Temporary Resident status.

Who can use this procedure?
The published INM work-permit procedure applies to a foreign national holding:
- Temporary Resident status; or
- Temporary Resident Student status in the narrower circumstances allowed by the rules.
For a non-student independent professional, the usual relevant starting point is an ordinary Temporary Resident card. That underlying residence may come from economic solvency, family unity or another qualifying basis.

Step-by-step process
1. Obtain qualifying Temporary Residence
Many foreign-paid remote workers use Temporary Residence based on economic solvency. Other applicants may hold residence through employment, family or investment.
2. Complete your residence card
If the residence originated with a consular visa, complete the INM canje after entry so you hold the current Temporary Resident card.
3. Define the independent activity
Prepare a clear description of what you will do and where you will carry out the work. Regulated professions can involve separate licensing, degree-recognition or professional requirements that immigration approval does not replace.
4. Address RFC registration
INM's independent-activity checklist expressly refers to RFC evidence where applicable. A freelancer should therefore coordinate the migration filing with the tax-registration position rather than assume no Mexican registration is needed.
5. Apply to INM for work permission
File the work-permission request with the competent INM office and pay the applicable 2026 fee.
6. Wait for authorization before treating the activity as approved
Holding Temporary Residence and filing an application are not the same as already possessing permission for local remunerated activity.

Remote foreign clients versus local Mexican clients
A foreign-paid remote worker and a Mexico-facing freelancer should not be treated as identical.

Can I create a Mexican company instead?
Company ownership and permission to perform remunerated work are different legal questions. Owning shares in a Mexican company does not automatically make every operational activity immigration-compliant.
A capital-heavy founder should also compare the Mexico Investor Temporary Residence route, but investment eligibility should not be presented as unrestricted work permission.
Tax registration and tax residence
INM's reference to RFC evidence is a direct reminder that immigration and tax compliance intersect for independent work.
Mexico's Federal Fiscal Code separately defines tax residence. An individual with a home in Mexico can be a Mexican tax resident; where homes exist in more than one country, the center-of-vital-interests test applies.
