Armenia Student Residence in 2026

Study is an express legal basis for temporary residence in Armenia. For a foreign student enrolled in a qualifying Armenian educational program, the residence route is more appropriate for a long-term course than relying only on a visitor visa or visa-free stay.

Under the law in force on September 16, 2026, temporary residence is issued for up to one year and can be extended one year at a time. A major migration reform scheduled no later than November 1, 2026 will broaden and reorganize the study language, so applicants filing near the transition should verify which version is active on the filing date.

Who can qualify?

Current Article 15 of Armenia's Law on Foreigners lists study as a circumstance that may justify temporary residence. The Migration and Citizenship Service likewise lists studying as a recognized ground and asks for a document confirming enrollment in an educational program.

The residence ground depends on real participation in the educational program. Admission, enrollment and continued study should therefore be documented accurately. A short visit for an entrance exam or a brief course may raise different immigration questions from a program that supports residence for a year or more.

Documents

The current Migration and Citizenship Service checklist for general temporary residence includes:

  • application form;
  • three colour photographs, 35 x 45 mm;
  • passport, copy and notarized Armenian translation;
  • proof of the legal basis for residence — for students, evidence of enrollment;
  • birth certificate and specified parental documents in the published general checklist;
  • medical certificate; and
  • proof of payment of the state duty where a fee applies.

The migration.e-gov.am service also requires proof that the applicant's stay in Armenia is lawful. Foreign documents may need formal translation, apostille/legalization or other authentication depending on the document and issuing country.

Fee: many foreign students are exempt

The general temporary-residence fee is AMD 105,000, but the Migration and Citizenship Service currently lists foreign students studying at Armenian educational institutions among the categories granted temporary residence free of the standard state duty.

That exemption should not be confused with every other cost of the application. Translation, notarization, health documentation and document procurement can still create expenses.

Processing time

The government service says a temporary residence card is issued within 30 days after the application is submitted. Under Armenia's administrative-procedure law, the period may be extended by an additional 30 days.

This is a government processing period, not a promise about how quickly a university can issue enrollment evidence or how quickly an applicant can obtain an appointment and prepare supporting records.

Validity and renewal

Student residence falls under the current temporary-residence framework: up to one year, renewable. The current Law on Foreigners says an extension request should generally be made at least 30 days before expiry.

Students should keep their enrollment and immigration timelines aligned. A person who finishes or leaves the educational program should not assume the old study basis continues indefinitely; if another legal ground exists, such as employment or family, the correct residence basis should be assessed.

Can a student work in Armenia?

Yes, the current law contains an important work-permit exemption. Article 23 permits holders of temporary residence granted on the study ground to work in Armenia without a separate work permit during the period of the residence status.

That does not remove employment-law, payroll, tax or professional-licensing rules. It also does not convert study residence into a permanent employment route. If study ends and the person remains principally for an Armenian job, the applicant should review employment-based residence and the rules in force at that time.

Dependants and family

A student's family members do not automatically become student residents. The current Law on Foreigners contains family grounds linked to certain temporary residents, and the Migration and Citizenship Service publishes family relationship as a residence basis. The exact sponsor status and relationship must be established.

Parents, spouses or children should review the Armenia Family Residence guide rather than assuming the student's residence card covers the whole household.

November 2026 changes

The enacted reform due no later than November 1, 2026 expands the education ground to expressly refer to formal and non-formal education, professional training, educational exchange, and scientific-technological or innovation activity. It also moves residence procedures toward a unified electronic platform.

Those provisions are not the September 16 filing rules. The transition law says applications submitted before the new law takes effect continue under the earlier legal framework. Students filing around the transition should save the official version and platform instructions applicable on their actual filing date.

Student visa versus student residence

“Armenia student visa” is common search language, but entry visas and residence status are different. The Ministry of Foreign Affairs handles entry visa policy. Long-term study residence is granted by the Migration and Citizenship Service.

A person from a visa-required country may need a proper entry basis before or alongside residence planning. A visa-exempt student still needs a residence basis if the intended stay exceeds the applicable visitor period or if long-term resident documentation is required.

Tax residence

A student residence card does not automatically make its holder an Armenian tax resident. Under Article 25 of the Tax Code, an individual is generally tax resident where actual presence in Armenia reaches 183 or more days in the tax year, with a separate centre-of-vital-interests rule.

Students who work, receive scholarships or have foreign income should consider the tax rules separately from the immigration application.

Student residence checklist

Before applying:

  1. obtain current enrollment evidence from the Armenian educational institution;
  2. confirm lawful entry and stay;
  3. prepare passport translation, photographs, medical certificate and other published documents;
  4. verify that the student fee exemption applies to the specific case;
  5. allow for the published 30-day decision/card timeline and possible administrative extension;
  6. file renewal early enough if study continues; and
  7. recheck the rules if the filing falls on or after the November 2026 reform transition.
